Under general direction, manages the East Bay Municipal Utility District (EBMUD) security operations and emergency preparedness and response; coordinates policy development, strategic planning, and response to security events; establishes and maintains procedures, emergency preparedness plans, and security protocols to ensure protection of water quality, facilities, assets, and employees; serves as the primary contact with local, state, and federal law enforcement and emergency response agencies; manages the response and oversees investigations relating to workplace violence incidents; oversees procurement and management of security contracts; directs and supervises assigned professional and clerical staff.
Examples of duties include:
* Managing EBMUD's Security Operations and Emergency Preparedness Section and administering programs to address strategic planning and emergency response to protect and secure physical assets, water quality, and employees.
* Developing and presenting for Board review and consideration, recommendations regarding program policy, initiatives, and periodic operational reports.
* Directing the preparation, updates, training, and exercises of EBMUD's Workplace Security Injury and Illness Prevention Program (SIIPP) and Emergency Operations Plan (EOP).
* Providing leadership and consultation for the Emergency Operations Team and the Workplace Violence Team on policy and procedure in matters of security operations and emergency preparedness and response.
* Directing the periodic update of policies, procedures, security protocols, and other documentation and reports; planning relating to business continuity and emergency preparedness and response; consulting with managers and supervisors to address potential security issues associated with new or modified facilities, work processes, or in the progress and status of capital improvement projects.
* Serving as the central and primary contact with law enforcement agencies in establishing and maintaining communication protocols regarding sharing of confidential and highly sensitive information, coordination of training, conducting investigations of threats or damage of property, response to specific security incidents, and negotiating and developing security contracts on EBMUD property.
* Providing timely information to the Board of Directors and General Manager on emerging security issues, readiness and response.
* Directing and participating in the continuous evaluation of the adequacy of EBMUD recovery plans to restore water and wastewater service; directing and participating in periodic inspections of security systems and emergency response plans and practices; and ensuring that any identified deficiencies are resolved in a timely manner.
* Planning, directing, and evaluating Security and Emergency Preparedness Section staff.
* Overseeing the administration of employee, contractor, and visitor identification and access control systems.
* Leading the response to matters involving workplace violence, including maintaining related policies and procedures, overseeing investigations and report preparation; leading the Workplace Violence Response Team.
* Performing administrative duties such as budget preparation and control, employee selection, training and evaluation, and report preparation.
* Preparing a variety of periodic or special reports and making presentations requiring a high degree of communication skills.
* Utilizing automated or computer-based work management systems, or other electronic or computer systems and applications, in the course of work.
* Performing other related duties and responsibilities as required.
The ideal candidate will demonstrate:
* Technical competency in contemporary principles and practices of security operations applicable to high rise office buildings and industrial facilities including water and wastewater; video surveillance equipment, information systems, mechanical and electronic access control systems, scanners, and biometric technology-based identification systems.
* Technical competency in principles, protocols, and practices of emergency preparedness, security operations planning, response, and resource mobilization and coordination including the Incident Command System,
* Managerial competency in planning, organizing, directing, and controlling the activities of staff and consultant resources, and in preparing and administering budgets.
* Competency in establishing effective and cooperative working relationships with other department managers and their staffs, customers, community groups, the Board, local, state, and federal law enforcement, and emergency response agencies, other governmental agencies, and professional organizations.
*Preparing and presenting clear, concise, and persuasive communications; ability to communicate clearly and succinctly both verbally and in writing.
The annual salary is $161,052 up to $244,260. Initial placement within the range is based upon qualifications. Appointment is typically made at or below the control point ($209,364 per year).
