Manager, Equity in Contracting & Procurement!

We offer a flexible hybrid schedule that combines work-life balance with team collaboration. You'll be in the office Tuesday through Thursday to engage with colleagues and support our business lines, with the flexibility to work from home on Mondays and Fridays.



Essential Job Duties

  • Set procurement strategy aligned to overall Port goals with respect to Shared Prosperity.
  • Develop tactics to provide more opportunities for small businesses and diversifying the workforce of the entities with whom the Port contracts.
  • Ensure the compliance of all Port procurements and contracts with applicable Port, state, and federal rules, laws, and regulations.
  • Co-lead the management team, programs, and policies.
  • Develop recommendations for new or modification to programs and their guidance procedures, metrics, and reporting.
  • Ensure compliance while identifying ways to meet diverse business need.
  • Direct supervision and coaching of senior individual contributors and subordinate manager, indirect oversight for entry and mid-level individual contributors.

Minimum Qualifications

Education and Experience

  • Bachelor's degree in Business or related field is required.
  • Minimum five years of relevant experience.
  • Minimum of three years of mid-level management experience in public procurement OR;
  • Any combination of education and experience that demonstrates the ability to perform the job duties.
  • Certified Public Procurement Officer (CPPO) - Universal Public Procurement Certification Council or NIGP, required.
  • Certified Public Professional Buyer (CPPB) or NIGP Certified Procurement Professional - Universal Public Procurement Certification Council or NIGP, required.

Demonstrated Skills & Abilities

  • Advanced project leadership skills with the ability to transfer knowledge to staff to meet business objectives and desired results.
  • Advanced skills to use spreadsheets or databases for data analysis and reporting.
  • Senior level ability to monitor and evaluate legal risk and make appropriate recommendations and decisions.
  • Senior level customer and stakeholder service delivery and operations
  • Advanced ability to develop and conduct training programs.
  • Advanced ability to interpret and apply laws, rules and regulations to public procurement and contracting determinations.
  • Advanced ability to respond to auditing parties.
  • Advanced ability to plan, organize and schedule all phases of production to achieve quality construction services, personal/professional services, and products on schedule and within budget.
  • Advanced skills to negotiate complex contract terms and pricing, contract renewals and revisions and prepare legally defensible documentation in support of procurement decisions.
  • Advanced program management abilities.

Security

Employees in this position are required to successfully pass and maintain security clearance relevant to assigned duties such as SIDA (Security Identification Display Area).

Compensation

Our organization adheres to established salary ranges for each position to ensure equitable pay practices. However, final offers are determined based on various factors, including the candidate's experience, qualifications, and considerations of internal pay equity.

SELECTION PROCESS (tentative schedule):

  1. A minimum qualification evaluation of education, training, and experience of submitted application packets will take place by Human Resources the week of February 3, 2025.
  2. A Subject Matter Expert (SME) Panel will perform an evaluation of experience and training taken from your employment application materials.
  3. Our goal is to schedule virtual first round of interviews with candidates who successfully passed the SME evaluation as soon as possible.
