This position will handle a broader array of U.S. Customs and International compliance matters but will specialize in free trade agreement qualifications such as USMCA, U.S. Import Compliance controls, special trade activities and programs and international screening processes and controls.

Major Tasks & Responsibilities:

  • Manage Covestro's Free Trade Agreement Program: Perform USMCA (and other free trade agreement and Certificate of Origin) qualifications in compliance with applicable U.S. regulations. Coordinate all files and the creation of certificates, assist in the response to USMCA questionnaires from Mexican and Canadian authorities, research regulatory changes, work with suppliers to obtain necessary information, and work with customers to provide them with the certificates they require. Facilitate the review and documentation process to support Covestro comments related to Special Trade Program eligibility.
  • Manage the implementation and communication of new procedures by ensuring alignment with internal policy and regulatory requirements.
  • Assist the International Compliance Manager in providing strategic, risk-based direction to internal customers as it relates to import compliance and trade matters.
  • Serve as a primary contact for internal customers and third-party logistic providers as it relates to the company's U.S. import compliance activities.
  • Develop, maintain and as needed conduct internal training programs (automated and face-to-face) for U.S. import compliance and Free Trade Agreement topics.
  • Perform internal valuation testing covering U.S. import compliance including transfer price, royalties and assists.
  • Perform internal tariff and landed cost reviews and assess impact to Covestro U.S. imports.
  • Manage Harmonized Tariff Classifications for non-chemical imports into and out of the U.S.
  • Periodically assess and document the trade and import compliance and brokerage activities for U.S. imports.

Basic Qualifications:

  • Bachelors degree and 4+ years of experience in supply chain management and/or international trade compliance; OR a Master's degree with 2+ years of experience in supply chain management and/or international trade compliance
  • Working knowledge of U.S. Customs Regulations and the U.S. Harmonized Tariff Schedule

Preferred Qualifications:

  • U.S. Customs broker license
  • Expertise in free trade agreement qualifications, rules of origin and other customs regulations
  • SAP and/or SAP GTS transactional experience
  • Working knowledge of U.S. Export Administration Regulations and the Federal Trade Regulations
  • Experience with CTPAT management

Knowledge and Skills:

  • High-level of interpersonal skills and ability to engage and communicate with stakeholders at all levels within the organization
  • Working knowledge of drafting procedures and implementation of such
  • Change management know-how
  • Possess and interpret ever-changing regulations
  • Microsoft Office proficiency
  • Exercise leadership and sound judgment
  • Implement international trade policies and procedures business-wide through training programs and formal and informal communications
  • Team oriented
  • Ability to travel: 15%
