About the Role
Redhorse Corporation is seeking a skilled Data Management Specialist to support the Bureau of Land Management's (BLM) National Operations Center. This crucial role will directly impact the integrity and accessibility of BLM's geospatial data, contributing to efficient land management decisions. You will be a key member of a team modernizing data management systems for one of the nation's most important land management agencies. Key Responsibilities
  • Designs, develops, implements, and maintains business data solutions.
  • Supports data collection, consolidation, sharing, and other general data management activities.
  • Determines and documents the integrity and quality of data.
  • Works directly with clients and project leaders to identify GIS and tabular data requirements.
  • Uses data management techniques, from data aggregation to statistical analysis.
  • Maintains understanding of GIS. Audits GIS and alphanumeric data to ensure data standards and quality control metrics are met. Identifies quality control metrics.
  • Possesses working knowledge of map design and data management processes in traditional and/or web GIS environments (e.g., ArcGIS Online).
  • Uses custom or out-of-the-box Esri's ArcGIS toolbox applications to ensure data integrity or to accomplish tasking.
  • Works with data stewards, data modelers, business analysts, and data administrators to interpret business needs into data distribution and publication systems.
  • Maintains metadata and lineage documentation for continually updated datasets.
  • Provides support to BLM staff to document the integrity, quality, and accuracy of data used in distribution and publication systems.
  • Ensures that data requirements, data standards, access rules, and business rules are followed.
  • Analyzes and mines business data to identify patterns and correlations among various data points.
  • Designs and creates data reports and reporting tools to help business executives in their decision-making.
  • Performs analysis of business data.
  • Maps and traces data from system to system to solve a given business or data problem.
  • Develops quality control procedures for datasets.
  • Improves the quality and accessibility of BLM geospatial data.
  • Manages data within GBP infrastructure (e.g., Esri's ArcGIS software).
  • Identifies and documents reference data sources, integration processes, and domain values as information is collected.
  • Develops and documents geodatabase schemas to support and meet business data requirements documented during business analysis.
  • Assists in compiling the initial national dataset and establishing the geospatial data replication processes and data quality reporting processes.
  • Participates in the monthly/weekly BLM geospatial calls.
  • Prepares weekly and monthly status reporting in a format agreed upon by the Contract Officer's Representative (COR).
Required Experience/Clearance
  • Bachelor's degree and a minimum of 10 years of experience.
  • Significant professional experience with Esri's ArcGIS software.
  • Professional experience with office automation software such as Adobe, Microsoft Word, Excel, Visio, and SharePoint.
  • Professional experience in the development and documentation of geospatial data.
  • Experience in developing written technical documentation (such as metadata, training materials, workflow diagrams, white papers, etc.).
  • Upon hiring, the applicant must be able to pass a federal background check required prior to gaining access to on-site government computers or networks.
Desired Experience
  • Experience with data warehousing and business intelligence tools.
  • Experience with database management systems (e.g., SQL Server, Oracle).
  • Programming experience in Python or R.
  • Experience with data visualization tools (e.g., Tableau, Power BI).
  • Familiarity with cloud-based GIS platforms (e.g., Amazon Web Services, Google Cloud Platform, Azure).
Compensation range for this position is the following:
  • Starting $85,000.00 to $100,000.00/annually
