The Position

The Port of Portland is Hiring an Application Analyst III

Are you ready to play a vital role in the successful functioning of Industrial Controls Analyst III? We're looking for a highly skilled Application Analyst to join our team at the Port of Portland.

In this role, you will play a crucial part in supporting our aviation operation by providing systems support, across a diverse portfolio of critical Port Industrial Control Systems, which include both commercial and in-house-developed technology solutions. Your Role: We are seeking an individual who will utilize advanced professional and technical skills to analyze, develop, implement, install, and maintain a broad portfolio of specialized industrial controls, hardware, and software solutions critical to the Port of Portland including but not limited to lighting controls, power monitoring equipment, programmable logic controllers (PLCs).


Essential Job Duties

System Administration and Support;

  • Administer, configure, and support technology systems and applications across a broad portfolio of critical Port Industrial Control systems that includes commercial and inhouse developed technology solutions.
  • Lead system/application support, troubleshooting using expert knowledge of system/application functionality and capabilities.
  • Ensure reliable system/application services through the coordination of staff and technology resources.
  • Perform system/application troubleshooting and support functions including diagnosing and resolving reported issues.
  • Collaborate with business units to continually ensure the effective use of assigned system(s)/application(s). Provide reliability and availability monitoring of assigned system(s)
Project Coordination & System/Application Implementation;
  • Lead delivery of small and medium sized, complex, potentially high risk, projects as part of the Port's capital program and for operating initiatives based on overall program goals and customer objectives.
  • Projects may include new systems/applications as well as upgrades to, or extensions of existing applications.
  • Responsibilities include participating in and overseeing analysis, design, and implementation of new systems/applications.
  • Allocate and manage project staff, manage to project schedules within allocated budgets.
  • Collaborate with other project team members, IT staff, tenants, customers, partner agencies, and construction contractors.
  • Develop schedules and cost estimates for IT elements of projects.
  • Serve as a resource for business partners, collaborating to investigate applicable new technologies.
  • Work collaboratively with software vendors and solution providers to implement new systems.
Business Analysis and System Enhancement;
  • Collaborate with business stakeholders to gather and document functional and technical requirements for enterprise systems/ applications.
  • Analyze existing systems, processes, and data flows to identify inefficiencies and opportunities for improvement.
  • Develop and implement system enhancements that address new business needs and which align with technology standards.
  • Determine when custom, open source, or off-the-shelf functionality is necessary in the design process.
  • Develop detailed system/application specifications, including workflows, data models, use cases, and interface designs, and define and document user stories, use cases, and acceptance criteria for IT projects and system/application enhancements.
  • Lead ongoing continuous improvement activities including upgrades.
Project Participation and Support;
  • Represent IT on projects and support areas as assigned.
  • Provide project services associated with the implementation of technology systems/applications.
  • Offer technology expertise and assist the business in forecasting and anticipating future needs.
  • For facilities construction projects this often requires involvement in all phases of the project including design review, system testing, implementation, and commissioning.

Minimum Qualifications

Education:

  • Bachelor's degree in Information Technology, Business, Computer Science, or a related field OR equivalent combination of education and relevant experience required
  • Master's degree preferred.
  • Four (4) years or more experience in supporting highly complex information technology systems that operate 24x7x365.
  • Ability to obtain and maintain a valid Driver's License is required
Working Condition
  • Employees in this position may be required to successfully pass and maintain security clearance relevant to assigned duties such as SIDA (Security Identification Display Area)
  • May occasionally work beyond regularly scheduled hours including planned production implementations and/or project cutovers.
  • Ability to provide 24-hour x 7 day a week emergency service response capability; work requires the carrying of a mobile phone and alerting applications
Demonstrated Skills & Abilities
  • Project management; collaboration and consensus building in both a project lead and project support role
  • Advanced troubleshooting and technical problem-solving skills, including the ability to lead staff in developing similar skills.
  • Troubleshooting and diagnostic skills used to provide timely escalation and resolution of systems problems impacting operations.
  • Provide outstanding customer support by meeting and exceeding customer expectations; ensure team members understand their impact on customer satisfaction
  • Facilitate issue resolution and coordinate with interdisciplinary teams to achieve results.
  • Articulate concepts and influence process improvements.
Ability:
  • Information Security provisions, including applicable TSA and FAA regulations.
  • Understanding of Aviation systems, specifically industrial control systems (such as baggage handling and deicing), and other operational technologies.
  • Administer application support and administration activities for assigned industrial controls technologies and systems including software, security, networking, and configuration.
  • Understand Port operations and how they are enhanced and affected by evolving industry trends.
  • Budget development and management, total cost of ownership and cost/benefit/risk analyses.



Supplemental and Selection Information

Selection Process & Projected Timeline (dates subject to change):

  1. Minimum Qualification Evaluation: During the week of January 27, 2025, Human Resources and the Hiring Manager will evaluate the education, training, and experience outlined in submitted application packets.
  2. Subject Matter Expert (SME) Evaluation: A panel of internal Subject Matter Experts will assess your experience and training based on your application materials and responses to the supplemental questionnaire.
  3. Interview Scheduling: Our goal is to schedule first-round interviews with candidates who successfully pass the SME evaluation during the week of February, 10th. The first round will typically involve the recruiter and the hiring manager. Second-round panel interviews are planned for the week of February, 17th and will include the hiring manager, the recruiter, and other internal stakeholders.
Compensation:
Our organization adheres to established salary ranges for each position to ensure equitable pay practices. However, final offers are determined based on various factors, including the candidate's experience, qualifications, and considerations of internal pay equity.
