Job Description
The Youth Workforce Program Manager will provide project oversight and management of the Youth Services Grant non-credit programming for Susquehanna Workforce Network.
Duties include creating grant inception budgets and monitoring the life of the Leads grant:

  • Participating in audits and close-out of the grant
  • Meeting and communicating with all stakeholders, including student participants, local education agencies, and College staff
  • Regional travel required
  • Assisting with the completion of registration materials and awarding student scholarships;
  • Managing all grant documentation and collecting pertinent student data
  • Completing and submitting all reporting documents
  • Monitoring overall productivity and implementing new strategies for increasing efficiency
  • Managing instructional materials, supplies and equipment to support the new school model
  • Creating opportunities for students to engage with industry and business partners and assisting the Navigator with all outreach events and activities
  • Supervising the part-time navigator
  • Building and designing student support courses
  • Performing other duties as assigned by the supervisor


This is a grant-funded, exempt position and expires June 30, 2025 with the anticipation of renewal. The primary work location for this position is off-campus at 4690 Millennium Drive in Belcamp, Maryland.

Employees of Harford Community College, including instructors for online and virtual courses, must be residents of Maryland or the contiguous states of Delaware, Pennsylvania, Virginia, West Virginia or the District of Columbia; non-residents are expected to relocate to meet this requirement.

Applicants must be currently authorized to work in the United States, as the College does not offer Visa sponsorship for this position
Required Education
High School Diploma/ GED
Required Experience
At least 1 year of directly related experience, including advising and supporting students, AND 1 year of supervisory experience.
Required Knowledge, Skills, & Abilities
Understanding of budget monitoring and fiscal expenditures; excellent communication skills; the ability to work independently; and strong problem solving abilities.
Preferred Qualifications
Experience working with K-12 students, especially high school; grant experience, teaching experience
Hours per Week 40 - 100%
General Weekly Work Schedule
Monday to Friday, 10 a.m. to 6 p.m.
