Overview:

We are seeking a Nuclear Procurement Engineer who will focus on assuring the availability of certified spare parts and materials needed to maintain and operate the High Flux Isotope Reactor (HFIR) and Cold Neutron Source plant systems. The HFIR is a Category 1 nuclear facility and requires a high degree of rigor be applied to HFIR nuclear procurement processes. This position resides in the Nuclear Materials & Procurement Group in the Business Management Section, Research Reactors Division, Neutron Sciences Directorate at Oak Ridge National Laboratory (ORNL).

As part of our team, the Procurement Engineer will play a vital part in the entire supply chain process for the HFIR, including but not limited to reactor materials procurement, commercial-grade dedication, sourcing, material take-offs, expediting, receiving/handling, receiving inspection, counterfeit parts identification, non-conformance generation and resolution, and return shipments. Materials management duties include identification of items, stocking/issuance, shelf life, preventive maintenance, segregation, obsolescence, and disposal.

Major Duties/Responsibilities:

  • The Nuclear Procurement Engineer helps develop, coordinate, and facilitate activities for developing technical evaluation acceptance and verification criteria for items, services, and equipment.

  • Confirms material qualification to design basis documents to ensure compliance with Laboratory drawings, procedures, and specifications.

  • Performs commercial-grade dedication (CGD) technical evaluations to verify and evaluate configuration management, application, and acceptance criteria of plant systems and equipment (including spare/replacement parts and fabrications).

  • Identifies critical characteristics for acceptance and their associated acceptance criteria.

  • Identifies dedication method(s) for verification of acceptance criteria.

  • Identifies equipment/component safety functions and performance requirements to document failure modes and effects analysis (FMEA).

  • Prepares justifications for non-safety related items used in safety related equipment.

  • Assists with procurement process from point of acquisition initiation to end user delivery.

  • Coordinates supplier audits and commercial grade surveys. Maintains and updates database for tracking and scheduling vendor audits and surveys).

  • Ability to maintain current knowledge and understanding of applicable codes, standards, regulatory requirements and guidance (e.g. ASME, ANSI, ASTM, IEEE, IEC, etc.).

Basic Qualifications:

  • BS degree in a relevant field of study with at least 5 years of related experience. An equivalent combination of education and experience gained over at least ten years may be considered lieu of a BS degree.

  • Three or more years of experience in DOE, DOD, or NRC in design, procurement, or engineering.

Preferred Qualifications:

  • Five or more years of DOE, DOD or NRC Nuclear Procurement and CGD experience.

  • Familiarity with the techniques used to successfully procure high-quality spare and replacement items.

  • Demonstrated understanding of reactor systems, components, and equipment.

  • Familiarity of nuclear regulations, standards, and procurement guidance documents related to safety classification, procurement and receipt of items, and commercial grade dedication (including but not limited to: ASME NQA-1, 10CFR50 Appendix B, 10CFR Part 21, EPRI TR 3002002982 (formerly NP-5652).

  • Knowledgeable in inventory control and establishing procurement levels.
