Are you looking to be part of a fast-growing team? If so, DEA is seeking aTransit and Rail Planner to join our team. This position offers flexibility and can be based in any of our offices located in Washington, Oregon, Idaho, Colorado, Utah, or California.

As a Transit and Rail Planner, you will play a key role in our Transportation Business Unit's Transit and Rail (TaR) Practice. This role involves diverse responsibilities, including collaborating across the firm in our Transit and Rail Planning group. You will contribute to building and enhancing the skills and capabilities of the transit and rail planning team, fostering growth and excellence within the practice.

Planning Responsibilities:



  • Perform work which involves both conventional and unconventional types of planning, investigations, surveys, sometimes with complex features for which there may be no precedents.
  • Prepare economic impact analyses of transit, passenger rail and freight railroad operations and/or projects, including Benefit/Cost analysis, and/or return on investment analyses.
  • Analyze transit and rail services and mobility issues in metro regions or states to recommend service modifications or innovative options for improved mobility.
  • Prepare policy and regulation language on behalf of public and private sector clients.
  • Identify planning strategies to help DEA's clients assess projects and scenarios.
  • Responsible for presentations and public facilitation.
  • Provide representation to transit agencies, railroads, governing jurisdictions, and state agencies regarding project and program planning and development.
  • Work directly with potential and current clients to solicit and assess rail, transit, planning, and multimodal transportation needs and conduct modal comparisons.
  • Prepare fee proposals, develop work plans, and coordinate planning efforts to support project management.
  • May direct and review the work of less experienced Planners, as well as other DEA team members.
  • Analyze, evaluate, and prioritize rail and transit improvement projects.
  • Meet with reviewers to obtain project approvals/permits and coordinate plan changes with engineers.


* Familiar with transit and rail planning, terminology, and support systems




  • Work with the Transit and Rail Group, the Regional Transportation Group, and Delivery Leaders to ensure resources are available to complete existing project work as well as work committed in proposals
  • Lead and / or support proposal development efforts, working with DEA's business development team and other DEA staff
  • Review planning documents, analyses, and deliverables for compliance with contractual and professional requirements as part of DEA's Quality requirements
  • Adhere to firmwide tools, processes, and policies including project accounting (set up, budgeting, etc.), contracting, and quality requirements.


* Other duties as required.

Basic Qualifications:



  • 4+ years of experience in transportation planning dealing with transit and/or intercity passenger rail and/or freight rail planning projects/studies/analyses.
  • 2+ years of experience with Federal discretionary grant application programs and processes, such as CRISI, RAISE, or RCE.
  • Experience with feasibility studies and/or alternative analyses for transit and rail projects
  • Familiarity with FRA safety database
  • Experience with Microsoft Office Suite (Excel, Word, Outlook, Notebook, Power point), BlueBeam.
  • Bachelor's degree in planning, Geography, Economics, Public Administration, Business, or related field.



Desirable Qualifications:



  • Experience with agencies/firms such as Front Range Rail Commission, CDOT, FTA, FRA, BNSF, UPRR, Transit Districts, Amtrak and other local agencies.


* 1+ years' experience and familiarity with ESRI ARCGIS Pro

* 2+ years of applicable project experience with NEPA and planning associated with transportation projects

* 1+ year of experience with Rail Traffic Controller software

* Master's degree in urban and Regional Planning, Geography, Economics, or related fields

  • The anticipated salary range for this position is $80,000 - 125,000 depending on location and experience
