PRIMARY FUNCTION/PURPOSE:

This role will coordinate the work of the HR Department while working with the General Counsel and Vice President Labor Relations and Human Resources to ensure legal compliance and implementation of IFES' mission and talent strategy. This position will provide both leadership and operational HR expertise, for internal IFES United States based and international staff. The Deputy Director for Human Resources reports to the Vice President of Labor Relations and Human Resources, will have some supervisory responsibility and must be able to communicate effectively and constructively with all levels of employees. This position is based in Arlington, Virginia.

Position:The Deputy Director of Human Resources supports the General Counsel and Vice President Labor Relations and Human Resources in the execution of HR strategy and workforce initiatives across the organization, and acts as a thought partner and support in developing strategic initiatives for a very fast paced organization. The ideal candidate will maintain knowledge of trends, best practices, regulatory changes, and new technologies, and incorporate this knowledge into the work of the department.

MAJOR DUTIES AND RESPONSIBILITIES:

Human Resources Operations


  • Inconjunction with General Counsel and Vice President Labor Relations and Human Resources, identifies programs/initiatives that arecompetitive in the industry and geography, and frequently benchmark best practices to position IFES as an employer of choice.
  • Participate in decision making regarding selection, development, testing, implementation and evaluation of all IFES HR initiatives including policies, programs, processes, technology, resources, and operations.

Requirements


  • Support managers and employees through the employee lifecycle including on/off-boarding, performance management, promotions, salary adjustments, lateral changes, benefits administration, labor and employee relations.
  • Manage HRIS systems, services and interface with end users, internal and external customers ensuring seamless and efficient human resource processes that support the IFES' workforce and talent management strategy.
  • Train, coach, advise and provide technical assistance and resources to the human resource team, managers, and employees to assure utilization of HRIS systems for increased proficiency and responsiveness in all service delivery areas.
  • Ensures all HR-related compliance matters are proactively addressed.
  • Maintain compliance with employee records and provide regular reporting as required.
  • Maintain employee handbook to systematically reinforce organizational beliefs and ensure compliance with applicable local, state, and federal employment laws.

Compensation and Benefits Administration


  • Advise HR team to administer and execute HR programs on compensation, benefits, total rewards, and leave.
  • Provide oversight of employee benefits program and manage initiatives regarding new employee benefits.
  • Provide oversight of the Annual Open enrollment process.

Union and Employee Relations


  • Ensure compliance with the labor relations and collective bargaining program, including negotiated collective agreement.
  • Participate in collective bargaining sessions.
  • Guide, manage, and resolve complex employee relations issues.
  • Conduct formal investigations into claims and complaints in collaboration with the General Counsel.
  • Support ethical and effective organization practices, through advice in areas of HR compliance, employee relations, labor relations, and consistent enforcement of policies and procedures.
  • Contribute to a positive work environment which aligns to the IFES brand and promotes positive engagement with HR.

Talent and Performance Management


  • Oversee recruitment processes to ensure selection of top-talent and diversity in IFES' workforce.
  • Provide oversight of the performance management process;provides staff training and
    consultation on performance management; ensures compliance with
    performance management policies and procedures.
  • Perform other duties as assigned to support the department and IFES' mission.

Ability to work in a proactive, independent, and reliable manner under tight timeframes in a fast-paced environment. Exhibit excellent judgement, superior leadership, and strong problem-solving skills, and can proactively spot risk and identify solutions.

RELATIONSHIPS:Collaborate with HR staff and other departments and country offices in developing and implementing initiatives, policies, and activities and toward departmental and organizational objectives. Work requires a high degree of confidentiality, diplomacy, analytical and communication skills and judgment. Manage and provide leadership guidance to the HR Team. Maintains effective working relationship with members of other departments, country offices and other stakeholders.

SUPERVISION EXERCISED:Supervise a team human resources staff. Manage, coordinate, and monitor activities of others to assure goals are met.

POSITION REQUIREMENTS

The successful candidate will have:

Education: Bachelor's degree in human resources, business administration of relevant field and minimum 10 years relevant human resources experience or equivalent in education/experience.

Qualifications:


  • Supervisory experience.
  • Experience with USAID contracts or cooperative agreements.
  • Knowledge of Department of State Standard Regulations on Allowances.
  • 8-10 years of HR experience and track record managing human resources within a fast-paced environment driving key initiatives that align with a company's core values, mission and vision.
  • Certified Professional (PHR or SPHR), SHRM Certified Professional (SHRM-CP or SHRM-SCP) credentials preferred; Knowledge of multiple human resource disciplines including compensation, performance management, benefits design and management, labor relations, employee relations, HR compliance; talent acquisition and retention
  • Ability to respond and pivot quickly in a fast changing environment.
  • Ability to execute both high level strategic planning and detailed tactical duties.
  • Experience managing HR within a highly complex environment with geographically dispersed employees.
  • Experience developing and measuring the effectiveness of HR program initiatives through HR analytics and metrics.
  • Must have a high level of emotional intelligence and be well versed in cultural sensitivity and intercultural competencies.
  • Highly detailed oriented.
  • Strong leadership ability, excellent written and verbal communications skills
    and organizational skills and the ability to work will all levels of
    employees and management.
  • Demonstrated integrity and confidentiality.
  • Proven success with managing budget, project coordination, providing advice to leadership, and managing key stakeholders.
  • An ability and willingness to use technology as an enabler of work efficiency.
  • Able to multi-task, prioritize workload, and meet strict deadlines.

Related Skills or Knowledge:Proficiency with Microsoft Office, SharePoint and Teams is required. Proven organizational skills and capacity to handle multiple tasks under tight deadlines. Team player with excellent interpersonal skills. Excellent negotiating and influencing skills. Experience managing and developing a team in areas such as setting goals and providing role clarity, delivering performance management.

LANGUAGE SKILLS:English required.

TRAVEL:Minimal travel may be required.
