HDR is seeking a Project Manager - Water Resources (Dams, Levees, and Civil Works) to support our expanding market sector within the PA/OH/WV/DE Area. This is a leadership role that involves project management, design management, business development, as well as planning, organizing, and coordinating the work of entry to senior level professionals. Primary Duties:
- Project management of projects with existing clients for Water Resources projects and build on current program.
- Plan and manage delivery for all aspects of small to large-scale, multi-discipline, and multi-benefit projects with a high degree of technical complexity, including planning, design, construction, and program management. Typical projects include dam, levee, and stormwater management: studies, assessments, and design projects including geologic, geotechnical, structural, hydrology, hydraulic, structural, and mechanical components.
- Coordinate project staffing and workload throughout entire project life cycle, and ensure completion of deliverables on schedule.
- Track project financials and coordinate and adjust work effort with team to ensure that work is completed within parameters of agreed-to budget and schedule.
- Work with accounting, operational, and business leadership for periodic project reviews.
- Implement quality assurance and quality control procedures.
- Provide technical support either individually or as part of a project team on dam and levee safety inspections, assessments, designs, and risk evaluations.
- Conduct and/or coordinate completion of analyses to develop alternatives, design options, or recommendations for dam, levee, and civil works projects.
- Prepare and/or manage preparation of cost estimates, design drawings, and specifications for projects.
- Collect, assimilate, and present data in technical and non-technical reports.
- Establish and maintain client relations, and be involved with marketing, contractual, design and production meetings
- Lead the technical development of project proposals and fee estimates.
- Work independently in addition to planning, organizing, and assisting teams of professionals and technicians dependent on project/task.
- Mentor mid- and junior-level staff across a variety of disciplines.
- Further develop the Water Resources Program in PA/OH/WV/DE by contributing to the identification of additional projects and clients that will drive growth.
- Lead and participate in communication with both internal and external clients.
- Coordinate projects with inter-related disciplines such as hydrology, hydraulics, structural, geology, geotechnical, civil, mechanical, CADD and GIS. The position will also require coordination with HDR's other regional and corporate business class technical directors and advisors.
- Implement QA/QC procedures
- Engage in leading and supporting development of technical scope of works and fee proposals, as well as responses to RFP's related to dams, levees, and civil works services.
- Must be able to independently make decisions and recommendations that will impact a project's activities and direction.
- Exhibit excellent communication skills, ability to work collaboratively with team members and clients and the demonstrate expertise in managing several complex tasks simultaneously.
Preferred Qualifications
- BS degree (MS preferred) in civil, structural, H&H, or geotechnical engineering.
- PMP Certification.
- Ohio PE, or ability to obtain through reciprocity.
- 7 years directly related experience including 2 years of Project Management experience
- Must be able to independently make decisions and recommendations that will impact a project's activities and direction.
- Be, or develop into, a technical leader, and authority in projects and tasks involving dams, levees, and civil works engineering.
- Possess strong technical skills in a related discipline area (civil, structural, H&H, or geotechnical engineering) and be able to interact with project discipline leads to advance the project analysis/design.
- Be knowledgeable of today's technical standards.
- Exhibit excellent communication skills, ability to work collaboratively with team members and clients and the demonstrate expertise in managing several complex tasks simultaneously.
- Strong oral and written communication skills and ability to work in a team environment.
- Demonstrated leadership skills.
- Highly motivated self-starter and team oriented.
- Excellent problem-solving and communication skills and the ability to assimilate data and put into a big picture context are essential.
- Experience designing and directing complex multi-discipline projects.
- Strong technical writing abilities, solid engineering background, and effective presentation skills are necessary for this position.
- Maintains a professional or engineering registration and has related technical experience experienced in development and management of diverse teams.

Required Qualifications
- Bachelor's degree in Engineering
- 5 years related experience
- Professional Engineer (PE) license
- MS Office and MS Project experience (Access experience would be plus)
