Job Description The Associate Director of State Drug Price Transparency and Government Price Analytics within the US Market Access Department is a vital role within in the Pricing, Analytics & Contract Management team. This position will lead State legislative operations for State Price Transparency reporting, as well as support strategic initiatives and analysis. This is an area that has gained significant momentum in recent years. The Associate Director position is responsible for evolving the State Price Transparency capabilities to meet the increasing needs for compliance with requirements for State Price Transparency laws and will assists with Federal legislative impact assessments. This position is based onsite in our Boston, MA office (hybrid).
Key Duties and Responsibilities:
Partners closely with Legal and Government Affairs Teams on a frequent basis to assess new state and federal law proposals and provides feedback internally on those proposals and/or plan of action for compliance. Works closely with Legal to document and track State Drug Price transparency law requirements, leading the assessment of business impact. Participates as a core member on cross functional transparency workgroups. Ensures members are informed about current and pending laws, and the inputs required from their respective functions to meet operational requirements. Maintains an awareness of changing regulatory landscape and may work with Public Affairs in assessing impact to Vertex. Leads the development and maintenance of policies and standard operating procedures to ensure efficient and effective compliance with State Drug Price Reporting operations. Supports strategic analysis and initiatives through collaboration with key stakeholders including but not limited to Market Access, Public Affairs, Commercial Legal, US Sales & Marketing, Global Pricing & Market Access, FP&A, Commercial Sales Operations and Forecasting, Accounting, etc. to ensure transparency and collaboration across key decisions. Serves on working teams with Access and Payer field Teams to support specific account planning and impacts related to transparency legislation. Participates in training seminars and conferences to remain knowledgeable and up to date on State Drug Price Reporting requirements and industry best practices. Develops and maintains a strong knowledge of Government contracts and pricing, including both federal and state programs. Generates insights and leads complex analyses to address strategic questions, business cases, government policy changes in the industry and innovative reimbursement approaches such as value-based agreements throughout product lifecycle. May provide strategic insights to G2N impacts from policy drivers.
Accountabilities include:
Compiles and tracks all State Transparency laws by identifying requirements, reporting elements, triggers/thresholds & frequency of reporting. Accountable to perform routine State Drug Pricing submission requirements, as well as reporting requirements for launch assets and triggering event reporting. Collates inputs for pricing submissions. Partners with Legal for review of content and presents final submission recommendations to the Access and Pricing Steering Committee and Executive Leadership, as needed, for approval. Develop and implement approval matrixes to ensure functional leadership approves transparency inputs and data provided by their respective department. Completes timely submittals, communicates the public availability of submittals to HQ and appropriate field personnel, and manage any follow-up inquiries from states. Maintain audit trail for overall reporting process and respond to all state inquiries in timely manner Supports internal organizational education and training around State Price Transparency and compliance requirements. Work closely with Vertex GIS implementation teams to support the development and implementation of IT solutions to track State Drug Price Transparency reporting including requirements development, configuration, testing, reporting development and testing, etc. Participates in internal and external audits, when needed. Supports ad-hoc pipeline planning for launch.
Qualifications & Experience:
4-6 years of experience in Government Pricing, Government Affairs, Public Policy, or related pharmaceutical/healthcare industry. Candidate must have a BA/BS degree or equivalent. Experience in compliance, finance or pricing would be helpful. Understands unique challenges manufacturers are facing due to state price transparency initiatives. Analytical and problem-solving skills. Attention to detail and a high degree of accuracy is necessary to ensure compliance with timelines, internal policies, laws and regulations. Strong Excel and Word skills are required. A self-starter, with ability to work independently. Effective written and oral communication skills, with ability to work across functions with strong, productive relationships. May work with vendors and/or systems to execute reporting and disclosure requirements. Ability to develop and communicate potential enhancements to operational processes and procedures. Demonstrate compliance, company values and required competencies on a consistent basis.
