Job Title Procurement Manager Location Arlington - Arlington, VA 22209 US (Primary) Job Type Full-Time Category Grants and Procurement Career Level Manager Travel Required 0 - 25% # of Hires Needed 1 Position Contingent on Funding No Level of Clearance Required N/A Job Description Position Summary: The Procurement Manager is responsible for the day to day management of a portfolio of procurement activities, ensuring that those activities uphold CRDF Global policy and best practices in all aspects of procurement and subcontract implementation. The Procurement Manager is required to have extensive knowledge and training on the principles, concepts and methodology of procurement and subcontract administration and skill in applying this knowledge to many different, unrelated, and/or nonstandard project activities. While standard operating procedures are available, the Procurement Manager applies a knowledge of complex methods, policies and best practices to provide expertise and consultation to stakeholders, develop implementation plans, evaluate compliance and identify control weaknesses. The position requires ingenuity to adapt procedures, techniques and tools to meet project requirements, and capitalizes on understanding of the department to interact with internal and external customers. The Procurement Manager owns and leads a process or and/or is responsible for staff. Major Responsibilities: Oversees portfolio of procurement with moderate/high complexity in a teaming environment Provides functional guidance and support to staff implementing cradle-to-gravesubcontracts activities and develops acquisition strategies to meet stated objectives In coordination with Program teams, assists with subcontract specifications, statements of work, and finalizes terms and conditions in a hands-on role When operating in compliance with federal government requirement, responsibilities will include managing procurement teams to ensure the organization meets prime agreement objectives Supports complex proposal activities including participation in offer design, pricing, developmentand negotiation of teaming agreements with prospective supplier, and related activities Plans, organizes, and assignsprocurementresources including developing solutions to problems of varying complexities requiring ingenuity, creativity, and innovativeness Establishes direction for Subcontract Agreements and Teaming Agreements Analyzes supplier data and has ability to effectively communicate results at all levels Oversees negotiation strategies for best value, delivery schedule, and Terms and Conditions Conducts regular communications with Supplier, including establishing executive level relationships Provides high quality, timely support to internal customers and Suppliers. Trains and develops staff, including training of internal customers throughout the organization Implements policy and procedural enhancements that will improve the efficiency and effectiveness of procurement, including review of policies and procedures, creation of form and report templates and internal systems for procurement Other duties as assigned Cultural Requirements: Trust Must operate to the highest standards of ethics and integrity Be accountable for performance to goals and objective of the position as set by leadership Be a reliable member of the team that the organization can count on Teamwork Treat all people in a respectful and supportive manner Work collaboratively with others Be flexible and adaptable to change Communication Seeks to achieve shared understandings when communicating Actively listens to others Respects and encouraged diverse perspectives Shares information openly and willingly QUALIFICATIONS/SKILLS AND KNOWLEDGE REQUIREMENTS: Bachelor's Degree in Supply Chain Management,Business, Finance, or related field; advanced degree preferred 5+ years of experience in acquisition and/or subcontract administration Must have exposure to international markets and ability to navigate in challenging global regions Industry-specific training or certifications preferred Strong knowledge of Global Supply Chain industry, strategic sourcing concepts and best practices Proficient knowledge of Microsoft Office Suite (Word, Excel, PowerPoint) Solid analytical, verbal & written communication skills Strong negotiation skills with demonstrated successes Clear understanding of contracttypes, to include fixed price, cost type, incentive fee, IDIQ, etc. Strong and hands-on knowledge of the Federal Acquisition Regulations (FAR) Ability to showcase exemplary customer service skills is a must Effective communication skills, including experience working with international partners Strong critical thinking and analysis, planning and problem-solving skills Demonstrated ability to work independently and to adapt quickly to new challenges Self-motivated, demonstrated sense of urgency, ownership of tasks and accountable High level of organization and attention to detail Working knowledge of Deltek/Costpoint Purchasing module is preferred U.S. work authorization Salary & Benefits: The base pay range for this position is $75,000 to $100,000. The determination of salaries in this job classification depend on a number of factors, including, but not limited to, relevant candidate experience, job-related knowledge, qualifications and skills.
