Introduction

Loudoun County, Virginia's Department of Planning and Zoning is seeking a Deputy Zoning Administrator to lead a team of professional planners in the Zoning Administration Division.


Job Summary

The ideal candidate shares a passion for land use and zoning; prioritizes problem solving and collaboration; and thrives in a fast-paced, result-oriented environment. As the Deputy Zoning Administrator, you will serve as one of two assistants to the Zoning Administrator and will lead, mentor, and motivate a team of eight professional planners. This team is responsible for preparing zoning interpretations and determinations, reviewing legislative and administrative land development applications for conformance with the Zoning Ordinance, processing Zoning Ordinance amendments, serving as subject matter experts to internal and external customers, and supporting the Board of Zoning Appeals.

The successful candidate will have comprehensive knowledge of the theories, principles, best practices, and techniques of Zoning and Planning administration. The Deputy Zoning Administrator interfaces with the County Attorney's office and must research and understand land use and zoning-related Federal, State, and local laws, regulations, codes, and ordinances. The position requires proficiency in communicating complex regulations and ideas clearly, concisely, and effectively to staff, the public, community groups, the media, and elected and appointed officials, boards, and commissions.

This position requires strong interpersonal skills and a style that emphasizes diplomacy. The ideal candidate has excellent facilitation skills and excels at negotiating sensitive issues, analyzing conflicts, and seeking reasonable resolutions.

Hiring salary is commensurate with experience.



Minimum Qualifications

Master's degree in Planning, Public Administration, Urban Studies, Public Policy, Business Administration, Architecture, Landscape Architecture, Geography, or a related field; four (4 years of related work experience in planning and/or zoning including two (2) years of supervisory experience; or equivalent combination of education and experience.

Preference will be given for membership in the American Institute of Certified Planners (AICP) and for being a Certified Zoning Official (CZO) or Certified Zoning Administrator (CZA) through the Virginia Association of Zoning Officials (VAZO).


Job Contingencies and Special Requirements

Attendance at night meetings after normal business hours is expected.

This position requires a valid driver's license, DMV, credit, and criminal background check. After an initial training period, telework 2 days a week is an option. Relocation assistance is available to successful candidates who live more than 40 miles away.
