Stellar Solutions is searching for a Senior Risk and Configuration Engineer to support the development of an operations facility that integrates space and ground elements to prototype new satellite and tactical mission capabilities, demonstrating their scalability and operational utility. The candidate will lead efforts to track and report progress and risks related to program development and integration dependences, ensuring that the operations facility meets the needs of the warfighter while delivering a system on schedule and within cost.



Role/Responsibilities/Qualifications

The ideal candidate possesses excellent communication skills and technical expertise in designing, developing, building, and integrating of ground systems that provide communications, data management, and operations infrastructure needed to support mission operations. A successful candidate must be a leader and problem solver with a proven ability to deliver superior results as part of a high performing team in a high-profile, fast-paced environment. The candidate will apply advanced principles, theories, and concepts for highly classified systems, while also helping define system engineering processes that ensure successful execution of the program and delivery of the system that achieves the mission requirements.

In this role, the successful candidate will:

    Support the development and execution of a Risk Management Plan (RMP) and provide inputs into a risk register that provide assessment and rating of risks and opportunities.
  • Coordinate and review risk/issues/opportunities responses, assessments, and positions. This includes preparing briefings, capturing results, and updating risk reporting and decision-making documentation in support of Board Reviews and Working Group meetings.
  • Evaluate and develop mitigation plans for system-level single point failures, risks, redundancies, and opportunities using processes specified in the RMP.
  • Coordinate the development of risk/issues/opportunities reports and white papers assessing program activities.
  • Ensure that discrepancies from approved measures of effectiveness/performance and requirements/specifications are immediately identified and communicated to the Program Manager and Chief Engineer with appropriate approaches to mitigate risks and discrepancies.
  • Operate the Enterprise RTM Tool, input data, produce reports, and generate risk assessments.
  • Support development of the Systems Engineering Management Plan for the program.
  • Support development of the CONOPS for the program.
  • Support coordination with customer and mission partners to get agreement on overall system approaches and operational constraints.
  • Translate complex ideas and data into simple, actionable recommendations or easily differentiated courses of action.
  • Communicate clearly, concisely, and with technical accuracy-oral and written in support of the Program Manager and Chief Engineer.
  • Support a customer committed to the rapid development of mission capabilities that meet the evolving needs of the warfighter.

Required Skills:

  • Minimum fifteen (15) years of relevant experience on space and ground system development programs for the DoD or IC.
  • Extensive experience in the development of ground architectures and cloud environments as well as leading an engineering team.
  • Experience authoring CONOPS documentation and overall System Engineering experience in the technical design, build, I&T, and transition to operations of satellite systems.
  • Understanding of operational environments and corresponding mission user needs.
  • Experience with Integrated Master Schedules, and risk management.
  • Experience with agile development programs and methodologies.
  • Strong analytical skills and ability to develop and recommend solutions for problems/issues.

Desired skills:

  • Twenty (20) years of relevant experience on space and ground system development programs for the DoD or IC.
  • Extensive experience in cloud environment systems and/or management of ground resources, such as ground entry points (GEP).

Education:

  • Relevant BS in Eng or related STEM degree (MS preferred).

Clearance:

  • Active TOP SECRET clearance with sensitive compartmentalized information (SCI) and special access program (SAP) eligibility.
  • No less than two (2) years total SAP and/or SCI environment experience and 1-year total within last 5 years.
  • Candidate must maintain a TS/SCI clearance as a condition of employment and willingness to submit to a Counter-Intelligence polygraph.

Location:

The primary work location is Colorado Springs, CO, while other potential work locations may be considered for the right candidate, e.g., Chantilly, VA. The position is part-time (50%) and will require travel up to 25% of time within the continental United States.

Compensation:

The typical pay range for this position is USD $225,000 - $260,000 per year, total package. Individual pay is determined by many factors including work location, job-related skills, experience, and relevant education or training. This position is also eligible for a discretionary annual performance bonus, and a full benefits package including a significant profit-sharing retirement savings plan.



Deliverable(s)

Deliverables will be in the format of reports, briefings, spreadsheets, or other documents as directed by the Government, using contractor and/or government approved and/or mandated systems/software and processes governed by guidance/instructions/policy or direction. The nature of this work will, at times, require a quick response to stringent deadlines and always in a high quality, professional manner.
